funded, covering less than 80% of retiree pension and health benefits and other bankrupt cities are struggling to get solvent. this ruling could be an opening. i want to bring in lee saunders, president of the american federation of state, county and municipal employees representing 1.6 million members. for those members, lee saunders, what does this ruling mean? >> well, it's a dark day for detroit, it's a dark day for working families, it's a dark day for the retirees who have really worked for 30, 35 years, given their lives to public service yet they have a huge bull's-eye on their back based upon this ruling by the court. on average, our members on this average earn $19,000 a year, their pension benefits are $19,000, yet they are standing in the front of the line where they're going to get cut. those benefits will be reduced. we think that's unfair, immoral, and we're going to continue to fight legally. we're appealing the decision yesterday. but we're going to continue to educate the community in detroit and across michigan and across this country. you don't attack workers

forward. what does that mean for the city and other cities that could be at risk especially those counting on pensions from that city? joining us right now, stuart varney. stuart, you did point out when he was saying detroit, he meant the car industry. and now the city has gone bankrupt. they've accepted their fate. what does that mean for the pensions? >> if you work for a city, you're retired, a retired city worker and it's a troubled, financially troubled city, you should be worried because detroit's bankruptcy sets a new pattern. it sets a new model because the detroit bankruptcy judge has said, yes, you can cut pensions. it doesn't matter what it says in the michigan state constitution. it doesn't matter what the unionize say. yes, says the judge, you can cut pensions. pensions for retired workers are the key problem for troubled cities across the country. now they have this new model. detroit says you can cut those pensions, so you better get pretty worried if you're in these troubled cities across the country. >> detroit is in troubled times. a third of the city is unoccupied but th

the beginning of a 21st century labor movement. fast food workers protesting in 100 cities across the country this week. they're calling for a living wage, $15 an hour. they are not alone in their call for better pay. >> we know there are airport workers and fast food workers and nurse assistants and retail salespeople who work their tails off and are still living at or barely above poverty. >> the president has called for raising the minimum wage to $9 an hour. he also supports a bill in congress to raise it to $10.10 but fast foods workers say $15 an hour the living wage they need. the question, a living wage, who pies? could raising the minimum wage ultimately hurt the very worker rs it's meant to help? it's all in the eye of the beholder. first, look through the low wage workers eyes for a moment. the minimum wage hasn't risen since 2009. it's $7.25 today. that's, you know, about $15,000 a year. if you look at the federal level. workers say simply not enough to live on. look at it now through the eyes of the fast food ceo. if wages go up they will have to pass on the increased cost to con

significant stuff out there especially across the mid-atlantic. areas farther north like new york city, we didn't pick up much snowfall, just an inch or two here in some spots. take a look at the radar. you can see rain moving across parts of new york city and areas southward. we have seen a transition from snow to freezing rain and eventually to rainfall lingering across interior portions of the northeast. that pink shading you see to the west of new york city across parts of eastern pennsylvania and new jersey, that's actually freezing rain. that is going to be coating roadways. please be safe. once this system moves out of the northeast we have another round of winter weather expected as we head into tomorrow with some accumulation expected. we could be seeing as much as three inches of snow across portions of the mid-atlantic including the state of maryland, virginia and up into the rest of the northeast. right off into the great lakes you could be looking at a foot of snow. otherwise, steve, elisabeth, brian, i want to show you current wind chill temperatures. it is still cold in the

, it's no better. this was the scene in yonkers, outside new york city. police say 30 people were injured in a 24-plus car pile-up on the bronx river parkway late last night. one reminder, falling ice posing a huge threat. a sheet of melting ice fell to the ground in plano, texas, damaging at least eight parked cars. thankfully no people were on street at the time. cnn is covering all these developing weather stories for you. our meteorologist chad meyers will be joining us in a moment with the forecast. let's go to cnn's row sal flores first. she's watching the comings and goings out there on the new jersey turnpike. what's going on out there, rosa? >> wolf, up with of the things we're dealing with is low visibility. so all the drivers out there using their low beams, there is precipitation in certain areas so they're using the windshield wipers and it's in the 30s. they're also cranking up the heat. let me set the scene for you. you can see that visibility is low. the clouds are low. so drivers are being very careful out there. you're looking at the new jersey turnpike. traffic
